Automobile accidents are one of the leading causes of injuries among local government employees and also lead to liability and vehicle damage claims.  The James L. Richardson Driver Grant provides financial assistance to PE Partners members to address training needs and safety concerns for employees that operate city or agency vehicles.  The grant is a 50/50 matching grant, but motor vehicle record (MVR) checks are reimbursed at 100%, up to your entity's eligibility amount.

 Examples of eligible items include:

  • Instructor led training
  • DVD training
  • Backup camera and alarms
  • GPS tracking systems
  • Alert systems to administrators (such as vehicle black box technology)
  • Motor Vehicle Record (MVR) checks

 PE Partners members with Automobile Liability coverage are eligible to apply. Grant applications are available beginning September 27, 2023 and are due by November 8, 2023. Grant applications are considered in the order they are received, so submit your application quickly.

 


How to Apply for the Driver Grant:

  1. Read the eligibility criteria and program guidelines.
  2. Complete the online grant application. The grant application will be available on September 27, 2023.
  3. Submit a signed Resolution or Motion passed by your governing body authorizing your application to Tahtia Mitchell at TMitchell@PEPartners.org.  This can be submitted AFTER your application is accepted. A sample Motion (word or PDF) or Resolution (word or PDF) is provided. This must be submitted by January 12, 2024.
  4. If your application is approved, you will be asked to submit proof of payment(s).

What are the most requested items for the Driver Grant program? 

GPS Devices, Motor Vehicle Record (MVR) Checks and instructor led training are the most requested items for this grant. However, there are many items that qualify for this grant. How much is my organization eligible to receive through this grant?

The James L. Richardson Driver Grant is a 50/50 Matching Grant.  Public Entity Partners will reimburse up to 50% of the cost of approved item(s) with a maximum reimbursement based on the chart below.  Funding levels for the Driver Grant are based on the earned automobile liability premium for the previous year (2022-2023).

Class II

Contributed earned premium for the previous year between $20,000 and $39,999 in the requested coverage area.

Contributed earned premium for the previous year between $10,000 and $19,999 in the requested coverage area.

Up to $2,500

Class IV

Contributed earned premium for the previous year between $6,000 and $9,999 in the requested coverage area.

Up to $1,000

Class V

Contributed less than $6,000 in automobile liability premium for the previous year in the requested coverage area.

Up to $500

When will our organization be notified that our grant application is approved?

You will receive a confirmation email within 15 minutes of submitting your grant application.  Applicants with approved grants will be notified the week of November 27, 2023.

I received my grant approval letter.  What is the next step?

In order to receive reimbursement for your approved grant items, you must submit the following:

    1. Signed resolution or motion
    2. Cover sheet listing description of items purchased, quantities, and grand total of all purchases.  All receipts must follow in order of cover sheet.
    3. Two proofs of payment which must include the following:
      1. CANCELLED check/bank statement, credit card receipt / credit card statement, Automated Clearing House (ACH), or Automated Funds Transfer (AFT)
      2. Copy of invoice or purchase order (serving as the backup to the cancelled check or credit card receipt). Submitting invoices alone will not be accepted.
