As stewards of public tax dollars, our members are tasked with protecting and preserving public facilities. While property coverage can protect you in the event of a loss, taking steps to reduce the severity or frequency of a property loss is sound risk management. The Property Conservation Grant provides funding for the purchase of property loss prevention and control items.

 

Examples of eligible items include:

  • Lightning attenuation (lightning protection) systems
  • Security fencing, cameras, or lighting
  • Infrared thermography
  • Sprinkler head protective cages
  • Transformer oil or gas testing recommendations to electric utilities
  • Computer network security technologies or devices
  • Items identified or recommended as loss prevention / control items on a property conservation loss control survey

 PE Partners members with Property Coverage are eligible to apply. 


How to Apply for the Property Conservation Grant:

  1. Read the eligibility criteria and program guidelines.
  2. Complete the online grant application. The application window begins on August 31, 2023.
  3. Submit a signed Resolution or Motion passed by your governing body authorizing your application to Tahtia Mitchell at TMitchell@PEPartners.org.  This can be submitted AFTER your application is accepted. A sample Motion (word or PDF) or Resolution (word or PDF) is provided.
  4. If your application is approved, you will be asked to submit proof of payment(s) for the purchased property loss prevention and control items.

What are the most requested items for the Property Conservation Grant program? 

Security cameras, fencing, and lighting are the most requested items for this grant. However, there are many items that qualify. Feel free to send a request in writing to Tahtia Mitchell at TMitchell@PEPartners.org if you are uncertain about your eligible items / purchase requests for your application. Items not eligible include, but are not limited to, items subject to general wear and tear or operational items, such as new roofs, water heaters, etc.

Can I use Property Conservation Grant Funding to improve my cyber risk management program?

Yes! Computer network security hardening technologies or devices that are designed to protect computers, computer accessories, servers, or other cyber-related member-owned assets (first party exposures) that can be damaged or stolen digitally are eligible for this grant. Your computer hardware, systems, network, and even some of the information contained therein are your property and should be protected from theft, alteration/modification and destruction. Moreover, in some situations, the unauthorized access to your computer network could put your organization at risk for the cyber theft of first-party public funds. In addition, the theft, altercation/modification or destruction of digital “receivables” documents could even affect the funds that are due to the public entity, which could negatively affect public finances. This grant will assist eligible members in purchasing cyber security products and services designed to protect the physical and digital computer network assets owned by the public entity. Examples of eligible products and services, include:

  • Cyber risk management consulting service
  • Anti-virus computer security suite software/services
  • Penetration testing software/services
  • Patch management software/services
  • Data Backup software/services
  • Employee cyber security training
  • Computer hardware/software designed to prevent unauthorized to the computer network

How much is my organization eligible to receive through this grant?

The Property Conservation Grant is a 50/50 Matching Grant.  Public Entity Partners will reimburse up to 50% of the cost of the property conservation-related approved item(s) with a maximum reimbursement based on the Priority Classification matrix rating.  Funding levels for the Property Conservation Grant are based on the total insured value (TIV) for each insured entity.

When will our organization be notified that our grant application is approved?

You will receive a confirmation email within 15 minutes of submitting your grant application.  Applicants with approved grants will be notified the week of October 30, 2023.

I received my grant approval letter.  What is the next step?

In order to receive reimbursement for your approved grant items, you must submit the following:

    1. Signed resolution or motion
    2. Cover sheet listing description of items purchased, quantities, and grand total of all purchases.  All receipts must follow in order of cover sheet.
    3. Two proofs of payment:
      1. CANCELLED check/bank statement, credit card receipt / credit card statement, Automated Clearing House (ACH), or Automated Funds Transfer (AFT)
      2. Copy of invoice or purchase order (serving as the backup to the cancelled check or credit card receipt). Submitting invoices alone will not be accepted.
