Message from the President

As we begin a new year, I want to thank you for the trust you place in Public Entity Partners, and to wish you and your communities a healthy and prosperous 2026.
With the Tennessee General Assembly convening in mid-January, PEP enters this legislative session prepared and engaged. Advocacy on behalf of our members and the taxpayers you serve remains a core part of our mission. We know that decisions made at the Capitol can have far-reaching financial and operational impacts on local governments, and we take seriously our responsibility to ensure your voices are heard.
Over the past year, PEP worked closely with lawmakers, municipal partners and other stakeholders to address proposed legislation that could have significantly increased costs and instability for cities, towns and local government agencies across the state. Those efforts reinforced an important truth: when we engage early, clearly and collectively, we can protect the long-term financial strength of our members, prevent unnecessary public policy decisions that harm taxpayers and preserve the value of pooling in Tennessee.
As the new session begins, we anticipate renewed discussion around several familiar issues. PEP will remain vigilant, proactive and transparent. When needed, we may again ask for your partnership in communicating how proposed legislation affects budgets, services and local governments.
Pooling works because it is built on collaboration, stability and a shared commitment to serving the public good. That commitment does not change with the calendar.
