Mitigating Weather Risks: Best Practices for Property Loss Prevention

As winter approaches, the risk of ice damage increases. Tennessee’s weather may be unpredictable, but ice and snow are consistent concerns — making now the time to take proactive steps to prevent ice dams and other cold-weather hazards.
Ice dams form when melted snow refreezes at the gutter line, creating a barrier that forces water back under shingles and into attics and interior walls, often causing significant property damage.
To reduce the likelihood and severity of winter-related losses, public entities should prioritize property conservation — which is a planned, organized effort focused on loss prevention and emergency preparedness. Because public properties support essential services, even one major property loss can disrupt an entity’s ability to serve its community.
When reflecting on the severe winter storm that struck Tennessee in December 2022, it is clear that proactive winter preparation is critical. Key best practices include:
- Comprehensive Winterization Plans: Insulate pipes, seal openings, clean gutters and inspect heating systems, especially before prolonged closures.
- Regular Property Inspections: Check for roof leaks, damaged insulation and heating issues. Increased winter use of extension cords and space heaters also warrants facility checks for compliance with safety standards.
- Emergency Response Preparedness: Establish clear response protocols, designate responsible personnel and communicate emergency procedures.
- Weather Monitoring: Track forecasts frequently to activate contingency plans early.
- Collaborative Planning: Share resources and best practices across departments to strengthen organizational readiness.
With rising costs and a hard property insurance market, reducing risk exposures and limiting property claims are more important than ever. By implementing strong winter preparedness practices and fostering a culture of awareness, public entities can protect their assets and maintain essential services throughout the season.
