Public Entity Partners Announces Board Appointments
- 11/6/2025 8:00 am
At this year’s Risk & Insurance Symposium, Public Entity Partners held our first-ever Insured Organization Meeting during the Excellence in Risk Management Awards Luncheon.
The primary purpose of this meeting was to allow organizations with active insurance coverage through PEP to elect individuals to serve on the Board when vacancies arise or when current members’ terms expire. In accordance with our updated bylaws, a quorum of at least 20% of insured organizations was required for the meeting to proceed — and we are proud to share that we successfully met quorum.
During the meeting, participants elected four new Board members to serve on PEP’s Board of Directors and reappointed one current member to continue his leadership. Board members volunteer their time and knowledge to steer the direction of our organization. This includes approving the annual budget; authorizing rate, dividend and coverage changes; and setting financial objectives through policies, such as investment and capital adequacy.
“Each Board member brings valuable experience and perspective that strengthens our ability to serve our members,” said Michael Fann, president/CEO of PEP. “We are excited to welcome new voices to our organization while continuing to benefit from the leadership of our reappointed Board members.”
Please join us in congratulating the following newly elected and reappointed Board members:
Jeannie Anderson is the City Administrator for the City of Niota. She has been with the city for eight years, serving as the CMFO, City Recorder, HR and Trustee.
Warren Gooch has served as Mayor of the City of Oak Ridge since November 2014. He is committed to promoting the city as a leader in the Nuclear Renaissance, with Oak Ridge having successfully recruited the Orano Enrichment Facility — the largest economic development project in Tennessee's history.
Blake Walley serves as the City Manager for the City of Savannah. He has more than a decade of experience in urban planning, economic development and municipal management.
Donna Hartman serves as the Mayor of the City of Fayetteville, bringing dedication, integrity and a strong commitment to community service.
Brian Stover (incumbent) serves as the Mayor of the Town of Thompson’s Station. He takes great pride in focusing on smart growth, infrastructure priorities, and preserving the town’s rural character and charm.
The newly appointed Board will meet for the first time at the Dec. 17 Board meeting, when they will begin their terms, and continue advancing PEP’s mission of partnering with Tennessee governmental entities in providing effective risk management products and services with a commitment to member best interests.
